“Morning Colors” and “Half Masting” the National Ensign

 

Problem
Statement

 

There is a need for a controlled and coordinated notification system for Navy commands (and others), to easily/quickly determine if the U.S. Flag should be lowered to Half-Mast (Half-Staffed”) each morning.

 

Solution

 

The decision to honor a person is a function of both the U.S. Government (Presidential Executive Order) and State Government (Governors of States may order flags in their jurisdiction to be flown at Half Mast).

 

Since each activity has a “Chain of Command,” and since most commanders/activities now have a presence on the Internet, the solution is to disseminate the URL for official notification to all commands so that the National Ensign can be correctly displayed.

 

Remarks
Explanation

 

This effort (morning colors) occurs early in the work day, as a part of the Duty Officer’s morning routine, so the need occurs prior to most ‘morning meetings,’ or other daily official communications – obtaining the official notification, for the most part, needs to be “Sailor-Proof.”
