is a need for a controlled and coordinated notification system for Navy commands

Solution |
The
decision to honor a person is a function of both the Since
each activity has a “Chain of Command,” and since most commanders/activities
now have a presence on the Internet, the solution is to disseminate the URL
for official notification to all commands so that the National Ensign can be
correctly displayed. |

Remarks |
This
effort (morning colors) occurs early in the work day, as a part of the Duty
Officer’s morning routine, so the need occurs prior to most ‘morning
meetings,’ or other daily official communications – obtaining the official
notification, for the most part, needs to be “Sailor-Proof.” Required
