To Increase Vehicle
Fuel Efficiency (for all two-axle vehicles, owned by individuals or
companies) – The yearly, “Gas Hog Program Fee” (GHPF) is proposed. The goal is to retire older, less fuel efficient vehicles and encourage new design and production of highly efficient transportation.

Solution |
When
individuals/companies/fleets renew their registration(s) (with a state), a
GHPF should be levied, using the established MPG ratings, based on
Make/Model/Year/Engine combination. There would be two
categories, each with its own ratings: - Cars That is, cars would be
rated against only cars, and all others would be rated separately from cars. All vehicles should be
included in one of five quintiles of energy efficiency. GHPF funds raised by these yearly registrations would be used to promote/stimulate R&D to improve MPG.
