Problem
Statement

 

While the “Real ID Act” [ http://en.wikipedia.org/wiki/REAL_ID_Act ] can and should be debated, I propose the “Mandatory Phase in” of a requirement for an NID card, based on the U.S. Passport, for all U.S. Citizens

 

Solution

 

In addition to the normal Passport process (from the government), I propose that a “Driver’s License style” card accompany the passport, so that the individual can carry it, in lieu of the bulky passport, if (s)he so chooses.  This card would have the bearers photo ID (same as the passport) and the Passport number, and little else.

 

How and where the Passport/NID would be used is not the subject of this Idea.

 

Remarks
Explanation

 

The phase in period would be for ten years, so that at the end of that ten year period, everyone between the ages of 25 and 60 would be required to possess a passport.  The “moving target group” for the yearly phase in, would be those in the middle of the age group, with the youngest and oldest being required in the latter stages of deployment.

 

In that way, the very young and the very old would not be immediately subjected to this requirement.

 

Note: Those of us who carried a Military ID Card for years will find this requirement to be less intrusive than others.
