Master Chiefs in the
Command Master Chief (CMC) Program “lose touch” with junior Sailors |

Solution |
Many of these senior
Enlisted Leaders go from one Shore Duty to Another, with no real Time at Sea,
as they rise in positions of real influence in the Navy. To ensure that these
CMCs remain “grounded in reality” in serving the Sailors in their areas of responsibilities,
institute a “Proficiency (At Sea) Requirement” for selection to Force or
Fleet CMC, or to MCPON. That is, for
consideration as Force or Fleet CMC or MCPON, the candidate must be serving
in an “At Sea” billet, as defined by NPC.
Not only would this ensure that the Deckplate Sailor’s advocate would
keep his or her finger on the pulse of the ‘common’ Seaman, but it would
break the cycle of “perpetual shore duty” that currently infects our Top
Sailors. |

Remarks |
Being isolated from
“The Real Navy” has become a problem with those selected to be Enlisted
Leaders. They’ve lost touch and as a
result, lost the respect of those very Sailors that need them. |
